Project Description

Bearing Point (one of the largest US consulting firms) under contract from USAID was responsible for the design and implantation of payment and clearing systems in Afghanistan. In this context, Bearing Point wanted to study the payment system that is being administered by Pakistan Post Office.

Services provided by APEX

APEX team researched the front office and back office system of Pakistan Post as established by the British during the colonial period and how this system now works with the State Bank of Pakistan and the National Bank of Pakistan to deliver cash throughout Pakistan, how state dues are collected, how army and other government agency pensioners are paid, how these accounts are settled centrally at the Post Office and then with the Army Pensions office and the State Bank of Pakistan. The end result was a complete study of the Post Office Payment System in Pakistan which can be replicated in Afghanistan.
