Project Description

Government of Pakistan, EPI Program planned national measles campaign during October 2018. UNICEF country office Pakistan is providing the technical assistance for the programmatic and financial management of measles SIA operational budget at all levels for its timely and effective disbursement and utilization. To ensure a high-quality implementation and as a risk reduction measure, UNICEF is implementing an additional oversight function through dedicated oversight consultants to be deployed at provisional and districts level. For the purpose, UNICEF CO Pakistan hired services of APEX to provide programmatic and financial oversight services for upcoming measles SIA's in ICT, CDA, AJK, and GB.

Services provided by APEX

The services provided by the firm included recruitment, training, and deployment of district-level oversight consultants. APEX deployed 02 consultants in Islamabad, 10 in AJK, and 10 in the Gilgit Baltistan region. All the consultants used monitoring guidelines to collect information during the pre and intra campaign phase. During post-campaign consultants also performed financial validation tasks. All field staff uses the UMMS system of UNICEF to report monitoring findings to UNICEF's servers and update the dashboard. An end of project analytical report was submitted to the client. Daily monitoring updates were also reported to provincial hubs/field offices of UNICEF.
