Project Description

PMDFC is designed to improve the viability and effectiveness of urban services provided by the participating Tehsil Municipal Authorities (TMAs) and to make these improvements sustainable and replicable in other municipalities. Since TMAs are not legally able to borrow money, project funds were provided to TMAs as grants. The overall purpose of the survey is to assess the beneficiary's perception of services delivery improvements that can be attributed to PMSIP infrastructure subprojects. PMDFC seeking an experienced consultant to implement the beneficiary perception survey to collect:

  1. Perception-based assessments of outcomes of infrastructure sub-projects by using before and after approach.
  2. Perception-based assessment of the interaction between the beneficiaries and the TMA.
  3. Identification of indicators of problem areas in the delivery of services.
  4. Assessment of ability and willingness of beneficiaries to pay for improved services.
  5. Identification of communication channels that are best suited for reaching out to communities, entries, analysis, and report writing.

Services provided by APEX

The services provided by the firm included data gathered through a structured questionnaire from households, shopkeepers, and drivers. APEX mobilized and trained 15 field researchers and 05 supervisors. Data from 2,250 beneficiaries and non-beneficiaries in the project areas and field teams used quantitative tools to collect information and collected case studies and human interest stories of related indicators. Data entered in CSPro, results were compiled using SPSS and analysis carried out through the triangulation technique. Key findings and recommendations were provided in reports and presentations.
