Project Description

UNICEF Pakistan through its partners launched Sanitation Programme at Scale in Pakistan (SPSP) Phase II to mitigate the grave needs of the people related to sanitation in Pakistan.   UNICEF engaged APEX to measure progress in reducing the barriers and bottlenecks that prevent or delay programme results at local level based on regular real time assessments of quality of PATA process implementation.  The monitoring firm will assist UNICEF Pakistan WASH in regular i) process and ii) output monitoring of the above mentioned programme.   The proposed M&E Framework will facilitate UNICEF and it’s implementing IPs by adding value to their existing work so that they can ensure efficiency of service delivery, quality of the program and its implementation.

Services provided by APEX

APEX provided 33 Field Monitors (both male and female), 12 Field Engineers, 4 Field Coordinators, 1 Team Leader (Civil), 1 National Coordinator and a team leader in the 14 districts of KP, Punjab, Sindh and Baluchistan.  All Field Coordinators and Field Monitors participated in trainings arranged by APEX and field staff placed in agreed location immediately upon attending the training workshop.  The Consulting Firm’s responsibility included mobilization of field monitoring teams, collection of IP’s work plan and progress reports to prepare output tracker for analysis, field monitoring visits for ongoing monitoring and validation, collection of data from training (ToT, PATS/CALTS etc.) participants about training materials, trainer’s knowledge and the pace of learning, health surveillance data collection and validation of ODF village certification and submit monthly reports to UNICEF.   Consulting Firm reviewed strategy document along with roles and responsibilities and carried out the responsibilities as outlined in the documents together as well as discussed in the orientation workshop for the field staff.
