More than 33 million people are at risk of waterborne, infectious diseases in flood-hit areas

Instead of expecting respite after no new Flash flood, the people affected have another mess to face. Widespread viral infections and water-borne diseases in flood areas have further aggravated the situation. Along with providing relief, government has to set up medical camps to provide basic assistance to those in need. Noting the alarming situation, the World Health Organization (WHO) has also termed the health issue as a ‘second disaster’ unfolding in flood-affected areas. According to experts, an outbreak of malaria, dengue, diarrhea, and several skin problems is highly likely. APEX Consulting, one of the most reputable Research firms for floods 2022 in Pakistan, is carefully monitoring the deteriorating health situation in flood affected areas.

On-ground Situation 

In the past 24 hours, 11,518 cases of diarrhea are reported in flood-affected areas. Of 15,056 diarrhea cases, 7,129 reported in Sindh, 1,303 in Khyber Pakhtunkhwa, 2,806 cases in Balochistan, and 280 cases are recorded in Punjab. Moreover, the authorities recorded a total of 13,581 cases of skin infections, of which 8,769 cases are reported in Sindh, 1551 in Balochistan, 1293 in KPK, and 615 cases in Punjab. In the flood-hit areas, people are also at risk of contracting mosquito-borne diseases such as malaria and dengue virus. In Sindh, 588 cases of malaria are confirmed while KP reports 1,952 cases of dengue virus in just the current.

Many flood-affected areas across the country are still struggling with stagnant water that according to experts will take two to six months to recede. The presence of this stagnant water provides a great shelter to many viruses, bacteria, germs, mosquitoes, snakes, and others that breed and then take a toll on the lives of people living in the nearby areas. With no proper place to live, food to eat, and clothes to cover, people in the flood-hit areas are in desperate need of help to protect themselves from infectious diseases. Especially, children and women are termed as the most vulnerable in the given situation. According to the information shared by UNFPA, nearly 650,000 women in flood-affected areas need maternity services while 73,000 of these women are expected to give month in this season.

Challenges for the authorities 

Apart from relocation, and provision of food and shelter, the government has to treat more than a million patients with infectious diseases along with pregnant women. The presence of these most vulnerable patients, mothers, and infants, requires immediate and effective healthcare services. Government, along with other agencies, has adopted several measures to provide relief and medical care to those in need. With the use of aerial sprays, ground sprays, and door-to-door campaigns, they are trying to eliminate the threat of viruses. However, the floods have severely damaged the health infrastructure in many areas which makes the problem more challenging. Lack of proper infrastructure has forced authorities to set up temporary medical camps in flood-hit areas to treat patients with urgent care. The emergency situation caused by the 2022 floods in Pakistan have wreaked havoc in all the major provinces of the country. All governmental and nog governmental agencies are busy in the carrying out relief operations for the flood affectees. Floods 2022: Mapping destruction in Sindh

The recent flooding across the country has made analysts and climate experts even forget the destruction of the 2010 floods. After nearly a decade, Pakistan finds itself in a similar and more challenging situation that has hit its northern and southern parts of Khyber Pakhtunkhwa, Southern Punjab, Balochistan, and Sindh. Among other provinces, Sindh has also suffered huge losses including loss of human life, livestock, property, and crops. To understand the ongoing severity of the problem, Apex Consulting is diligently monitoring the flooding situation in Sindh to help the government and other relief organizations to reach the people in desperate need.

Situation in Sindh

After killing more than 12,00 people across the country and destroying more than 2 million acres of farmland, it is still early to gauge the full-scale destructions caused by the floods. However, from the figures coming from the government and different media reports, it is feared that the scale of destruction is so high that it will take years for Pakistan to fully recover from the loss. Noting the severity of the floods, the government of Pakistan has declared 23 districts of Sindh as ‘calamity hit’. These districts include Hyderabad, Thatta, Badin, Tando Mohammad Khan, Dadu, Sujawal, Tando Allahyar, Jamshoro, Matiari, Mirpurkhas, Umerkot, Shaheed Benazirabad, Naushahro Feroze, Sanghar, Sukkur, Khairpur, Ghotki, Larkana, Kashmore, Kandhkot, Shikarpur, Qamber Shahdadkot, and Jacobabad. According to reports, Sindh and Balochistan have received more than 5.5 times of rainfall in their 30-year average. In Sindh alone, more than 470 people have been killed and over 896,000 houses have been damaged forcing millions to live in shelter houses, tents, or worse in an open sky. Sindh has also lost more than 18,000 livestock during the floods. The destruction by the flooding is not limited to loss of life alone, it has also severely hit the agricultural land in Pakistan. As per some rough estimates, at least 2.85 million acres of crops/orchards in Sindh have been affected due to floods. Several orchards of mangoes, bananas, and dates have suffered from the infiltration of flood water into the fields. Many fields of vegetables, especially onion, have also been washed away in the recent spell. The results of this unprecedented havoc caused by the flooding will be felt in the food market in the months and years to come.

When it comes to relief services, many welfare organizations, as well as government agencies, are playing their role to rescue and provide essentials to people living in remote areas. However, the accessibility to these areas in Sindh and Balochistan remains a challenge in the absence of infrastructure. The floods have damaged several roads, highways, and railway tracks which has made it difficult for relief services to reach people stuck in remote areas. According to WHO flood reports 33 million people got affected directly or indirectly causing financial losses in millions of US Dollars. The devastation caused by the floods in 2022 is 1.65 times intense when compared with the 2010 floods.

Health care providers in public and development sector are already engaged in disease threats/spread of COVID-19, Typhoid Measles, HIV, Cholera, Leishmaniosis. With this new scenario, increase in water borne and water related disease is foreseen in coming months. Need of the hour is to help the country in assessing on-ground needs and gap identification to streamline relief and recovery operations (healthcare, school facilities, livelihood requirements (agriculture and livestock), and other community infrastructure). A larger number and span of monitoring and evaluation studies would be required for emergency relief and rehabilitation of affected people.

APEX Consulting Pakistan, with its outreach throughout the country, has been very active in supporting public sector and development organizations in their emergency, relief and repatriation works. During 2010 floods numerous monitoring and evaluation studies were conducted to assess damage in terms of financial loss and compensation, strategies and cost of rehabilitation, extent of lost lives & livestock. These floods affected more than 20 million people in 78 districts where death toll reached 1,980, 1.6 million houses were destroyed. APEX field monitors helped track UNICEF logistics cycle from UNICEF warehouse to implementing partners (IP) warehouse. APEX monitored the activities of HANDS, SAFWCO, SCOPE, HOPE, NRSP, TRDP and EDOs in both South and North hubs of Sindh.

A year since the floods there was a need to get a more in-depth look at how the floods have impacted the livelihoods of the communities and how various interventions have performed.  A detailed Livelihood Assessment (DLA) was designed to collect data from the 28 most affected districts in order to learn about the recovery patterns, evaluate interventions and understand remaining problems in order to help the government, donors and the NGOs in their future programming.  APEX being part of this crucial study, conducted household survey sample of 9,000, supplemented by 250 Focus Group Discussions (FGDs) and 8 case studies. In 2012, the second round of survey was conducted, collecting data of 5,380 households along with qualitative information.
