Research Triangle Institute (RTI) (www.rti.org) of North Carolina was implementing USAID funded program called Education Sector Reform Assistance (ESRA). The objective was to support Government of Pakistan's Education Sector Reform effort by operating across 6 technical areas: policy and planning, professional development, literacy, administration, public-private partnerships, and information communications technologies. The project was active in eight districts of Sindh and Balochistan.
Our core team members conducted Primary Education Baseline Survey. The project included the design of research instruments and field testing, sample determination, enumerator selection and training, field work and report writing. The research instruments included student and teacher assessment questionnaire and observation sheets. Fieldwork was conducted through enumerators selected from Quaid-e-Azam University, Balochistan University, Karachi University and NGOs in Sindh and Balochistan.
